Guide to Chodosh needs your advice on question of wheat starch

An expert in a food production company claimed that wheat starch could be
made from either winter wheat or spring wheat and would be equally useful
in its application to products. He reasoned that since winter wheat is
cheaper, it is reasonable to assume that wheat starch is only made from
winter wheat (and is Yoshon). It has also been suggested that since only
small amounts of wheat starch are used in any one product, even if the
wheat starch were made from spring wheat, it is has a long shelf life and
is likely to be from last year's crop.
Questions:
1) That Gentile expert stated that wheat starch is likely to be made only
from winter wheat because it is cheaper. That person works for a large
national company. He understands about Chodosh and understands that his
company's products would be more acceptable to us if wheat starch would not
have any problems of Chodosh. Is there anybody receiving this email, a
mashgiach or someone working in the food production area, who has any
knowledge about whether that claim is reasonable. When answering, please

2) Are there any halachic problems you can pose to challenge the conclusion
that wheat starch may be classified as Yoshon if these 2 assumptions are
correct. Namely it is unlikely that wheat starch is made from spring wheat.
Even if it is from spring wheat, it is quite likely it is from last year's
crop since the shelf life is long and small amounts are used?
